Beatrice Florah Ikilai

- Beatrice is a certified Finance and certified PPP practitioner, an Economist; with over 10 years experience in Project Development, Divestiture, Post Divestiture space. Development, Structuring of PPP project and assessing PPP financing, for Energy Sector Projects, Road and Tourism Sector Projects among others.
- Beatrice is a trained and qualified PPP practitioner from IP3 USA, University of Queens Land, Australia, University of Pretoria, South Africa, Infrastructure (UK) at Her Majesty’s’ (HM) Treasury, United Kingdom (UK) and recently from Harvard University Kennedy School Boston, USA. Beatrice is also a qualified Finance professional with an MBA in Finance and Accounting, ACCA, and a degree in Economics and is a member if the United Nations Economic Commission for Europe (UNECE), Team of PPP Experts.
- Beatrice is the Acting Director of the PPP Unit of the Ministry of Finance Planning and Economic Development and is responsible for PPP program development and implementation, formulation and implementation of PPP Policy, Legal, Regulatory and Institutional Framework that governs delivery of PPPs in the country. Beatrice also advices Government on the suitable PPP Partnerships Government can engage with the private sector, suitable infrastructure delivery mechanisms, and financial implications of PPP transactions, looking at affordability and bankability of PPP projects. One of the path finder PPP projects is the 78 KM Kampala Jinja Expressway PPP Toll Project sponsored by Uganda National Roads Authority (UNRA).
- Beatrice has also delivered papers in such PPP forums as; Africa PPP Conference, in Johannesburg South Africa and Abuja Nigeria, PPP Days in London UK, Global Infrastructure Hub (GIH) Inaugural conference in Shanghai China, Africa Infrastructure Investment Summit Nairobi Kenya.
